    Description

    This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a oral solicitation will not be issued.

    “Notice to Respondents: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

    The U.S. Department of State's Bureaus of Overseas Building Operations (OBO) and Diplomatic Security (DS) have implemented newly revised standards to enhance functionality and security at diplomatic facilities. Specifically, updates to OBO Specification 077234 and SD-STD-01.01 Revision H have directly impacted roof hatch systems. Many roof hatch systems were designed
    and developed over twenty years ago, and as Department specifications and requirements have evolved over time, the roof hatch systems have not. 

    Now, in FY25, the Department sees the absence of a Department-compliant roof hatch system in the marketplace as a risk to both DS and OBO. To mitigate this risk, DS and OBO are developing a non-proprietary roof hatch design that will enable Department designers, planners, and Contractors to fabricate and install the required roof hatch systems themselves, thereby fulfilling Department requirements.
