    Description

    1. GENERAL
      1. Scope of Work.  The contractor shall furnish and install a new Northwoods forest themed play system, drainage system, and a pour in place rubber surface according to manufacturer’s specifications.  Engineered drawings of play system and associated components shall be included with quote. The new play system will replace an existing outdated playground with sand fall material.  The existing playground removal will be completed by the Corps.  The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor, transportation and performing all work as required by the contract, in accordance with federal, state and local laws and regulations.

      1. Location of Delivery.  The address for the work is U.S. Army Corps of Engineers Gull Lake Recreation Area 10867 East Gull Lake Drive Brainerd, MN 56401.

      1. Safety.  All materials supplied shall be in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1.

      1. Pre-Construction Meeting.  Prior to the start of work, the government will schedule a preconstruction meeting in accordance with contract clause 52.236-26.  The purpose of this meeting will be to discuss project schedule, personnel, safety, security and general contract requirements.

      1. Payment.  The contractor must submit an invoice, in accordance with contract clause 52.232-5, to the contracting officer or designated representative for payment.

    1. Specifications. 
      1. Playground Equipment Description.  The play equipment supplied shall be Northwoods forest themed and incorporate natural features such as trees, logs, stones or other Northwoods forest related plants and animals.  Aesthetics, Form, and Function similar to recently installed playground at Cross Lake which include, but are not limited to:
    • North Woods Nature Theme
    • 24 play activities
    • activities that are directly based off nature such as a rock and log climb, wood suspension bridge, stump climbs, and timber crawl tunnel
    • Pour in Place Rubber Surface

      1. Accessibility Requirements.  Play equipment and surfacing and borders must be Architectural Barriers Act (ABA) compliant.
      2. Materials: Play equipment shall not include any natural or treated wood products, or any painted wood material. Equipment shall be molded plastic and metal. Metal aspects shall be powder coated. Hardware shall be stainless steel.
      3. Activities or Events: The play equipment shall include a minimum of 24 different activities or components.  Additional accessory components are allowed if main play equipment does not maximize the allowable play space.  Examples include mushroom climbers, log step climbers, stone climbers, or forest animal spring toys. 
      4. Minimum requirements of play equipment: 3 slides, nature themed climber, and both ground and raised level activities.
      5. Ages: the play system and any applicable components shall be designed for children ages 5-12.
      6. Capacity: The play equipment shall accommodate a minimum of 45 users at one time.
      7. Height.  Equipment must not exceed allowable height to prevent injury from recommended depth of pour in place fall material, i.e. play structures cannot exceed the safe fall height rating of the PIP material as installed at the site.
      8. Use Zone.  (Total overall footprint) The Maximum Use Zone is 56 feet by 40 feet.  The minimum use zone is 52 feet x 40 feet.  The play structure shall utilize the available space to the greatest extent possible while following all manufacturer’s specifications and current playground safety requirements.  Width limits cannot be exceeded due to existing trees adjacent to play site and potential impacts to cultural resources.
      9. Fall Material.  Fall material shall be dark brown pour in place rubber surface, installed according to manufacturer’s specifications. (no border)
      10. Playground Safety Requirements: The play equipment and all associated components must meet or exceed all current playground safety codes.
      11. Playground Warranty.  In addition to the requirements of contract clause 52.246-21, the contractor shall provide its best commercially available warranty for the playground and associated components. 

    1. Playground Installation

      1. Work Area.  The contractor shall conduct its operations in a manner that protects the surrounding areas and maintains a clean working environment in accordance with contract clauses 52.236-9 and 52.236-12.  All construction debris shall be removed and disposed of off-site in accordance with local and state regulations.
      2. Existing Playground.  The existing playground components and wooden border will be removed by the government before installation.  The playground shall be installed over the existing sand play area.  Ground disturbance for the installation of the new play system and pour and play fall material shall be limited to the recommended use zone. 
      3. Installation.  The Contractor shall install the new playground system and fall material during the hours of 0800-4:30 Monday- Friday.  The Contractor is responsible for receiving, unloading and storage of the unassembled play system until it is installed.  Storage is not available on site until the week before installation.

    3.31  The playground and any accessory components shall be installed within the use zone according to the manufacturer’s specifications. 

    3.5 Installation Completion.  The playground and accessories components shall be installed by 30 June 2026.

    Note for discussion: Contractor must notify government a minimum of 2 weeks in advance of install date so that demolition of the existing playground can be completed.
