    Title: Intent to Establish a Blanket Purchase Agreement (BPA) for Drapery services, U.S. Embassy Kuwait

    This is a Special Notice issued to comply with the Federal Acquisition Regulation FAR 5 publicizing requirements related to the setup of a Blanket Purchase Agreement (BPA)

    A BPA is not a contract or purchase order.  A BPA is like a charge account that sets forth terms and conditions prior to an actual purchase, significantly reducing paperwork and the administrative cost per order.  Once the BPA is issued, the Government can place orders, and the contractor can make delivery without a separate purchase order for each order.  BPAs must follow all procurement laws and regulations, such as FAR 13.303-3 and 13.303-4, respectively.

    The U.S. Embassy Kuwait intends to establish one or more BPAs with qualified local vendors for draperies alteration not
    limited to remove old drapes, sheers and blackout. dry clean services & resize to fit, also repair/replace broken hardware, damaged
    fabric & installations. The agreement(s) may span a performance period of up to five (5) years, with a total estimated value not to exceed the Simplified Acquisition Threshold (SAT) as defined under FAR 2.101, currently set at US$250,000. Individual orders (calls) placed under the BPA will not exceed the Micro-Purchase Threshold (MPT), currently set at US$10,000, unless approved by the Contracting Officer.

    This notice serves market research and public announcement purposes only and does not constitute a solicitation. No Request for Quotation (RFQ) or solicitation is being issued currently. Interested offerors are requested to read carefully the attachment of this notice and comply with document submission.
