    Subject: Ansys 35 LS-DYNA Large System Core software licenses.

    Introduction
    This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

    Purpose
    The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Ansys Inc. (TY4MJLKVJJ27) located at 2600 Ansys Dr. Canonsburg, PA 15317. The purpose of this requirement is to procure 35 LS-DYNA Large System Core software licenses. Delivery shall occur by October 1, 2026 with licenses valid through September 30, 2027. The licenses will be used for analysis of finite element models, including pre- and post-processing capabilities, and full compatibility with a large number of existing LS-DYNA input and output files is required.

    Authority
    This acquisition is being conducted in accordance with FAR 12.102, citing the statutory authority 41 U.S.C. 1901 to solicit from only one source using simplified procedures. The North American Industry Classification System (NAICS) code for this acquisition is 513210 – Software Publishers with the small business size standard of $47 Million.

    The LS-DYNA software license Large System Core Lease shall include technical support, electronic manuals, machine changes, and software upgrades.


    Sole Source Determination
    The sole source determination is based on the following:

    The LS-DYNA software, which includes software upgrades, machine changes, electronic manuals, and technical support, is required for continuation of multiple projects of the NIST Divisions 642 and 731. LS-DYNA is the only software package that offers full compatibility with the following items developed for these projects: 1) a large number of existing finite element model input files, a large number of output files containing results of finite element analyses. The use of a different program would be a major interruption to on-going projects and years of research effort could be lost. ANSYS, Inc. is the only developer and seller of the LS-DYNA software and this contractor has proprietary rights to the software. ANSYS, Inc. does not authorize resellers of its software.
