The purpose of this notice is to give notification of the Government’s intent to include brand name requirements for Intrusion Detection Systems (IDS) in future solicitations for construction projects at Army Reserve facilities executed by the U.S. Army Corps of Engineers (USACE). The statutory authority permitting Other than Full and Open competition is 10 United States Code (U.S.C.) 3204(a)(1), as implemented by (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
USACE intends to specify the DSC Neo IDS panel for their alarm monitoring system as part of future construction contracts located at Army Reserve facilities. This DSC Neo alarm panel is the current approved alarm system that can transmit signals over the Army Reserve Network (ARNET) and meets all of USARC’s cybersecurity requirements. In order to connect to the existing monitoring station, the IDS system must be compatible and approved with the monitoring station. The government will not purchase the equipment directly, but rather brand name specifications will be included in solicitations that will lead to a new construction contracts.
This is not a solicitation or request for quote. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Unique Entity ID (UEI) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned.
