The United States Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), Contracting and Procurement Office (CPO) intends to add open market items into a pending Federal Supply Schedule (FSS) delivery order in accordance with Federal Acquisition Regulation (FAR) 8.402(f). DCSA CPO intends to solicit and negotiate directly with Feith Systems and Software, Inc. (Feith Systems) on behalf of the DCSA Office of the Chief Information Officer (OCIO) under the authority of FAR 13.106-1(b) Solicit from a Single Source.

The proposed action is for the procurement of annual maintenance support for BridgeLogiQ RMA iQ software application in support of DCSA’s Department of Defense Consolidated Adjudication Facility (DoD CAF). The BridgeLogiQ RMA iQ software application provides DoD CAF with a fully integrated and automated records and document management solution that ensures both electronic and physical records are acquired and administered, supporting critical personnel vetting, industrial security, and insider threat mission areas. Not all items to be procured are available via Feith Systems’ GSA schedule. Non-GSA items are being procured through Feith Systems using open market procedures. These open market items will be included in the delivery order in accordance with FAR Part 8.402(f).

DCSA intends to include thirteen Open Market Items, which are integral to the continued and effective operation of the BridgeLogiQ RMA iQ software. These Open Market Items to be included within the GSA FSS order consist of:

• Reading Room Case Manager 

• Maintenance Annual - Test - INVES Module
• Integration Maintenance                       

• Business Process Management (BPM) Platform
  • Analyze iQ
  • Reports iQ
  • UTR 20 user pack
  • No Remote Access
  • 100 User Test
  • Analyze iQ
  • Reports iQ
  • No Remote Access
• Re-Contact Letter Project
  • Maintenance with No Remote Access

These items provide critical functionality, including FOIA case management, Reading Room Case Manager, BPM capabilities, and support for the Re-Contact Letter Project, all of which are essential for ensuring secure, compliant, and uninterrupted operation of mission-critical document workflows within the DoD CAF. Without these Open Market Items, the BridgeLogiQ RMA iQ software would be unable to fully meet DCSA's requirements.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM EST on 27 August 2025. Inquiries will only be accepted via email to the Contract Specialist, Ms. Tawny Beard-Landers,

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
