NOTICE OF INTENT - HOLZMA HPP PANEL SAW REPAIR

NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT

Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source contract to Stiles Machinery, Inc, 3965 44th St. SE, Grand Rapids, MI 49512-3941.

This requirement is for a non-personal services contract to evaluate and repair a Holzma HPP Panel Saw located at Tobyhanna Army Depot, Tobyhanna, PA. The contractor will diagnose the problem, determine a solution, provide parts and restore the panel saw to normal working conditions. 

The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly under the authority of 41 U.S.C. 1901 as implemented by FAR 13.106-1(b)(1).

Only one responsible source, Stiles Machinery, Inc., is the only viable vendor to perform the diagnosis and repair of the Holzma Panel saw.  Holzma is a Division of Stiles Machinery, Inc.  

1) Stiles Machinery, Inc. is the only company identified as providing service and repair of Holzma equipment.

2) Some parts are proprietary, therefore, only Stiles Machinery, Inc. has access to established procedures, tips and tricks that a 3rd party technician will not have. 

3) Stiles Machinery, Inc. is the only vendor who has a Holzma equipment in-house support system and factory support available for their technicians. 

4)Not all open market electronics parts will be 100% compatible with the Holzma saw, which could potentially lead to additional problems and costly production delays.

This is not a solicitation for competitive quotes. However, if any interested party can provide advisory services for the establishment of the UAS production capability, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct competitive procurement in the future.

The capability statement and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
