NOTICE OF INTENT - IRC WAREHOUSE, TRANSPORTATION, MAIL SERVICES

Notice of Intent to Sole Source

The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) intends to award a sole source contract to Bailey’s Premier Services, LLC for transportation, mail, and warehouse services at the Inouye Regional Center in Honolulu, HI for a period of one year.  These services were provided under a previous contract however, the contract lapsed in March 2025. This contract is being awarded to prevent additional mission impacts from the unexpected gap in service.

The Government intends on procuring this support using FAR Part 13.5. The sole source authority for this action is granted under FAR 6.302-2, Unusual and compelling urgency.

This notice is issued for informational purposes and not a request for competitive proposals.   No solicitation is available and phone calls will not be accepted.  A contract will not be awarded on the basis of offers received in response to this notice.  

Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 15 days from the date of this announcement.  Sufficient detail includes submitting documentation that indicates the vendor is able to propose and start work with full staff support within 30 days.  Responses to this notice must be sent via email to Tania.Gates@noaa.gov. No phone calls will be accepted.  

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  If no sufficient response is received, the contract will be awarded without further notice.  A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the government. The Government intends on competing this requirement for a full base with four twelve month options in FY26.
