    Notice of Intent to Sole Source

    Contracting Opportunities Announcement Type: Special Notice

    Subject: Procurement of NETZSCH STA 449 F3 Jupiter Compatible Furnace

    The National Institute of Standards and Technology (NIST) intends to negotiate on a Sole Source basis, under the authority of FAR 6.302-1 with NETZSCH Instrument North America, LLC. located at 129 Middlesex TPKE, Burlington MA, 01803 USA, for the procurement of the NETZSCH STA 449 F3 Jupiter Compatible Platinum Furnace. This equipment will be utilized by the Engineering Laboratory (EL), Fire Research Division (FRD) at NIST Gaithersburg MD campus.

    The determination to award on a sole source basis is based on the following:
    The equipment and components required must be fully compatible with NIST’s existing STA 449 F3 Jupiter system, currently manufactured by NETZSCH. Only NETZSCH Instruments is capable of providing a Platinum Furnace and TG-DSC Carrier System that meets the required specifications and ensures seamless integration with the existing analytical infrastructure. Alternate sources would require significant revalidation, reconfiguration, and may compromise the reliability and accuracy of test results.

    REQUIREMENTS

    The Offeror shall provide a system/product that meets all technical specifications identified below. All items must be new.  Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.  The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable.   All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

    Line Item 0001: Platinum Furnace

    Description:  The Offeror must provide a ‘Platinum Furnace’ capable of meeting the required below specifications and are compatible with the NETZSCH STA 449 F3 Jupiter

    Technical Specifications

    • Capable of heating samples up to 1500 ᵒC (at heating rates between 0.01≤dT/dt≤ 50 ᵒC/min)
    • Reproducibility specifications of 0.5 uV or better across the full temperature range.

    Line Item 0002: TG-DSC Carrier System

    Description:  The Offeror shall replace or repair the NIST Owned TG-DSC carrier system, without radiation shield, with sample crucible, thermosensor type p, temperature range -150 …1000ᵒ. If replace, NIST request Trade-in consideration of existing system.

    Description:  The Offeror shall provide three (3) Pt Rh crucibles with lids [6.8 mm/85 μl]

    Based on market research, Samyak Solutions Inc - an authorized distributor of NETZSCH -. has been identified as the only source capable of meeting all of NIST’s minimum requirement.

    *****The North American Classification System (NAICS) code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 Employees.

    *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

    *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation.
