    This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested.

    The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, on behalf of the Critical Care Medicine Department (CCMD), intends to award a firm-fixed-price contract to The Janz Corp, located at 275 Outerbelt St, Columbus, OH 43213-1529, for defibrillators.

    The purpose of this requirement is to provide a fixed-price contract to buy replacement defibrillators to support patient care in the Clinical Center. These defibrillators are used primarily by the Code Team in all patient care areas. The CPR Committee sets standards and provides guidelines for the Clinical Center Code Team’s use of manual external defibrillator/monitor/pacemaker devices, AEDs, and code carts. Each quarter, the CPR Committee reviews each code blue and rapid response event.

    Defibrillators deliver electrical energy to the heart to stop life‑threatening arrhythmias and restore normal rhythm. External defibrillators deliver energy through paddles or electrode pads. Defibrillator/Monitor/Pacemaker devices are more complex and may include monitoring of oxygen saturation, pulse, and heart rhythm, as well as external pacing and defibrillation—either manually or automatically. These are primarily used by medical professionals in hospitals and emergency medical systems.

    Given prior recalls and safety considerations for external defibrillators across manufacturers, the FDA strengthened oversight beginning in 2011 and expanded review in 2015, including 510(k) premarket submissions and ongoing post‑market reporting. Devices are subject to risk‑based classification (Class I–III), and medical electrical equipment must conform to IEC/UL 60601 series standards.

    Authority

    This acquisition is being conducted under the policies of FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106‑1(b)(1). For purchases not exceeding the Simplified Acquisition Threshold (SAT), contracting officers may solicit from a single source if determined that only one source is reasonably available. Contracts awarded under FAR Part 13 are exempt from the requirements of FAR Part 6 (Competition Requirements).
