NOTICE OF INTENT (NOI) TO SOLE SOURCE AND REQUEST FOR INFORMATION (RFI)

This notice of Intent for a sole source element that is to be acquired as part of a construction contract for the 9-mile Pump Station. The sole source element that is required is relocating a 2-inch gas main owned by Consumers Energy that is located within the right-of-way along East 9 Mile Road. The work to complete the relocation must be performed by Consumers Energy or their subcontractor. This project also requires a new gas service be provided to the pump station building. The prime contractor must coordinate with Consumers Energy for the relocation of the gas main and installation of the new gas service. As part of this procurement, the Detroit District intends to specify sole source element under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for a competitive proposal. This is not a solicitation, and the information contained herein are subject to change or be eliminated for the requirement. Only contractors capable of providing directly compatible equivalent service shall respond. Oral communications are not acceptable in response to this notice. 

Interested parties who feel they have the capability may identify their interest and capability in writing to identified point of contract, no later than April 15, 2026, at 2:00pm (ET). 

To demonstrate your firm’s interest and capabilities to provide directly compatible equivalent service, please provide the following:

1. Name of Firm

2. Cage Code

3. Point of Contract, Phone Number, and email address

4. Supporting documentation to illustrate the directly compatible equivalent product
