The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic announces its intention to award a sole source contract to INTERNATIONAL CODE COUNCIL, INC., located at 500 New Jersey Ave NW FL 6., DC, 20001-2070.
This contract is for a one-year term and includes the commercial purchase of the following services:

Justification for Sole Source
This sole source acquisition is pursued under the authority of FAR 13.106-1(b)(1), as International Code Council, Inc. (ICC) is the only responsible source capable of providing the services that will satisfy the agency's requirements. The ICC is the sole developer, publisher, and owner of the International Building Code (IBC) and the exclusive provider of the official ICC certification for the 2024 IBC Significant Changes training. This notice is for informational purposes and is not a request for competitive quotes.

Instructions for Interested Parties
While this is not a solicitation for competitive bids or proposals, any interested party that believes it can meet the above requirements may submit a statement of capabilities. This statement must be submitted in writing and provide clear and convincing evidence that competition would be advantageous to the Government.

A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 2:00 pm ET, 18 July 2026, the contract will be awarded without further notice. No questions will be addressed.
