Description

By way of this notice, and in accordance with FAR 6.302-1, the Chicago District, U.S. Army Corps of Engineers announces its intention to award a sole source contract to Northern Indiana Public Service Company (hereinafter, "proposed vendor"), located at 801 E 86th Ave, Merrillville, Indiana 46410.

The Chicago District intends to establish a firm-fixed price services contract for between USACE and the electric distribution company Northern Indiana Public Service Company (NIPSCO) to provide electric power for the Indiana Harbor & Canal Confined Disposal Facility (IHC-CDF) in East Chicago, IN. Under the contract, the proposed vendor would provide general electric service for the IHC-CDF to operate and maintain its site infrastructure. General service includes customer, demand, and energy charges, meter rental, decommissioning adjustments, instrument funding charge debit, franchise cost, and applied taxes.

The proposed vendor has been the only source provider for several years, wherein providing electric services to the site. Given that NIPSCO has the sole means to distribute the electric services from their installed equipment (& meters) already located at the site, this acquisition is considered to be available from one source, the proposed vendor.

This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN 4:30p.m. (CDT) on July 19, 2021.
