NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT Army Contracting Command Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source contract to UI Labs DBA MxD USA, 1415 North Cherry Avenue, Chicago, IL 60642. This requirement is for a non-personal services contract to provide technical advisory services to support the establishment of a production capability for Unscrewed Aircraft System (UAS) motors and Circuit Card Assemblies (CCAs) at Tobyhanna Army Depot, Tobyhanna, PA. The contractor will assess production requirements specific to UAS motors and CCAs, recommend an optimized production floor layout to maximize throughput, efficiency, and integration of digital manufacturing best practice, and evaluate and recommend production equipment necessary to establish a modern, scalable manufacturing capability. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly under the authority of 41 U.S.C. 1901 as implemented by FAR 13.106-1(b)(1). Only one responsible source, the Office of the Secretary of Defense (OSD) sponsored Manufacturing Innovation Institute (MII) for digital manufacturing MxD, can meet the Governments specific technical advisory needs for this requirement. MxD maintains unique capabilities, expertise, and proprietary frameworks that are not available through other commercial vendors, including: 1) Proprietary digital modeling and simulation tools used to optimize production floor layouts and workflows. 2) Specialized expertise in aerospace and defense manufacturing including UAS and related components. 3) OSD-aligned best practices for integrating Industry 4.0 technologies, predictive analytics, and cyber-secure production methods. 4) Access to the Manufacturing USA network and other Manufacturing Innovation Initiatives (MIIs), providing unique industry, academic, and government collaborations not available commercially. This is not a solicitation for competitive quotes. However, if any interested party can provide advisory services for the establishment of the UAS production capability, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement in the future. The capability statement and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
