    The requirement is for a High Temperature Black Body system for the Air Force Institute of Technology (AFIT). This performance capability is essential for AFIT's graduate-level research in optical engineering. The Government's market research, confirmed by a Sources Sought notice, indicates that only products manufactured by Integrated Procurement Technologies (IPT) can meet this essential need.

    In accordance with FAR 5.207(c)(15), the justification for the lack of competition is that only one responsible source, Integrated Procurement Technologies (IPT), is capable of satisfying the agency's minimum requirement for equipment to meet a 3,000°C temperature range as specified in the Statement of Work. Therefore, this acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.”
