    Description

    The Indian Health Service, Navajo Area, Crownpoint Service Unit in Crownpoint, New Mexico intends to restrict competition and negotiate an award with SIEMENS INDUSTRY INC (UEI: JZXZSN3BBL98) for Preventative Maintenance Services for existing Siemens Building Automation System (BAS). 

     The projected period of performance is: Base Year plus two Option Periods.

    The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing with a Small Business Administration size standard of 1250 employees.

    In accordance with RFO 12.201-1 Simplified Procedures for commercial products and services, the Contracting Officer (CO) hereby documents the determination that only one source can fulfill this requirement due to exclusive licensing and proprietary system agreements. The Crownpoint Healthcare Facility currently operates a SIEMENS Building Automation System (BAS), which provides centralized control and monitoring of the hospital's heating, ventilation, and air conditioning (HVAC) systems throughout the entire facility. Because the system is proprietary and subject to exclusive licensing agreements, only SIEMENS has the required access, technical expertise, and manufacturer authorization to perform the required maintenance, repairs, and programming without compromising system integrity or warranty requirements.

    This Notice of Intent to Restrict Competition is not a request for quotations, and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than July 25th, 2026, via email to Janice.Martinez@ihs.gov.

    A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
