NOTICE OF INTENT TO AWARD SOLE SOURCE - CAMPBELL SCIENTIFIC

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers.

Only one responsible source and no other supplies or services will satisfy agency requirements.

USDA Forest Service, Northern Research Station intends to award a sole source award to Campbell Scientific utilizing a consistent and compatible soil moisture monitoring set-up to build this powerful data set is important. Protocol development for this effort included important discussions with Research & Development, Sale Administrators, and others, finding that the HS2 HydroSense II Handheld Soil Moisture Sensor (campbellsci.com) works well. This sensor is capable of sampling in rocky soil, can be used with factory calibration, and has good battery life.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Interested parties may identify their interests and capability to respond to this requirement by September 25th, 2025 at 1000 (ET). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
