    Description

    The Office of the Comptroller of the Currency (OCC), hereby gives notice of their intent to award a firm fixed price contract to Standard & Poor’s (S&P) Global, 55 Water ST, New York, New York 10041. On a sole source basis utilizing FAR 13.5, Simplified Acquisition for Certain Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for (S&P) Global Market Intelligence subscription. Based on market research, S&P is the only vendor that meets the requirements below. Data consistency/comparability: S&P Global Market Intelligence has identified common items across regulatory reports and Generally Accepted Accounting Principles (GAAP) accounts for different types of institutions and across countries, which facilitates analysis that incorporates national banks, thrifts and other banking organizations in the U.S. and the development of analytical tools that apply across a wide range of countries. The OCC does not have other data sources that allow for such analysis of comparable data. Foreign banking data/market data: The OCC currently does not have access to a database that provides annual and quarterly financial accounts for non-U.S. banks. However, whereas S&P Global Market Intelligence provides market data (e.g., pricing of bank securities and Certificate of Deposit (CDS)), other databases may not provide this information. Merger data: S&P Global Market Intelligence has detailed and extensive data on mergers of U.S. banking organizations, including detailed data on mergers of bank holding companies and financial technology. Early GAAP data (for publicly traded Bank Holding Companies (BHCs)) from earnings press releases: Although there are many sources for earnings press releases in text format, only S&P Global Market Intelligence connects the earnings data to an underlying database of bank financials so it can be easily analyzed and aggregated earlier than other sources. Period of Performance: 08/26/2025 – 08/25/2026, with four one-year option periods. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
