NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT

The Indian Health Service, Navajo Area, Crownpoint Healthcare Facility in Crownpoint, NM intends to award a sole-source, firm-fixed-price contract to KAIVA Services Inc, for Voice-over-IP (VoIP) telecommunication equipment replacement and associated integration services. This action is not a request for competitive proposals.

The award will be a sole-source procurement awarded to KAIVA Services Inc. based on the authority of FAR 13.106-1(b)(1)(i), which permits soliciting from a single source if the contracting officer determines that only one source is reasonably available based on, Unique System-Specific Knowledge.

All responsible sources who believe they can meet this requirement are encouraged to submit a capability statement by September 8th 2025 via electronic mail to Marshall L Arviso, Contract Specialist, at marshall.arviso@ihs.gov. The capability statement should provide clear and convincing evidence that the vendor can meet the technical requirements and perform the work without causing unacceptable delays or additional costs.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice.

A determination by the government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
