NOTICE OF INTENT TO AWARD SOLE SOURCE FOOD AND DRUG ADMINISTRATION (FDA) APPROVED EVO TORIC LENSES AND EVO LENSES

The Medical Readiness Contracting Office – West (MRCO-W), Fort Hood Health Contracting Branch, Fort Hood, Texas intends to award a Firm Fixed-Price sole source purchase order to the STARR Surgical Company, under the authority of RFO Federal Acquisition Regulation (FAR) 12.102(b) For acquisitions valued at or below the Simplified Acquisition Threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name or industrial mobilization, for Food and Drug Administration (FDA) approved EVO Toric Lenses and EVO Lenses for the Carl R. Darnall Army Medical Center, Fort Hood, Texas 76544. The applicable NAICS code for this requirement is 339113, and the size standard is number of employees 800.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquiries will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is notice of intent to award a sole source contract for Food and Drug Administration (FDA) approved EVO Toric Lenses and EVO Lenses. The Contracting Officer determined that the circumstances of the contract deem only one reasonably available source.

The Fort Hood Health Contracting Branch intends to make a sole source award on or about 12 June 2026 to STARR Surgical Company, 25651 Atlantic Ocean Dr. STE A1 Lake Forest, CA 92630.
