NOTICE OF INTENT TO AWARD SOLE SOURCE TO RADY CHILDREN’S HOSPITAL – SAN DIEGO

Defense Health Agency hereby publicizes its intention to solicit, negotiate, and award a Commercial service, Firm-Fixed-Price purchase order on a noncompetitive basis with Rady Children’s Hospital – San Diego, CAGE 0RPN8 of Address: 3020 Children’s Way, San Diego, CA 92123. The requirement is for Laboratory Mail-Out Services: Expedited Viral Identification by Polymerase Chain Reaction (PCR) Procedures and Pathology Studies and Ancillary Tests. The procurement of Polymerase Chain Reaction (PCR) services and/or highly specialized, expedited electron microscopy services is on behalf of Naval Medical Center San Diego for the purposes diagnosing the presence of viruses or bacteria within an expedited manner.

The Government intends to negotiate solely with Rady Children’s Hospital – San Diego under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements and FAR Part 12, Acquisition of Commercial Products and Commercial Services apply.

A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 541380, Testing Laboratories and Services and the business size standard is $19.0 Million.

All responses received before this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
