The US Army Corps of Engineers, Jacksonville District, intends to extend and negotiate on a noncompetitive, sole source basis, under the authority of FAR 6.302-1(a)(2)(iii) that “services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency’s requirements.", to increase the capacity of the Design IDIQ MATOC that contains the following contracts: W912EP22D0002 (ILSI-Arcadis JV), W912EP22D0004 (CDM Federal Programs Corporation), W912EP22D0005 (SAI-WGI JV), W912EP22D0006 (Kimley-Hanson-Bergmann JV), W912EP22D0007 (AECOM B&V JV), W912EP22D0008 (Stanley Consultants-Stantec JV), W912EP22D0009 (Genterra-Freese And Nichols Small Business Mentor-Protege Joint Venture) by $72.5M. This service will be delivered to the Jacksonville District, USACE. NAICS Code is 541330, and size standard is $25.5 Million.
Services will include engineering and design services for predominantly civil works projects. Services will include, but not be limited to, preparation of plans and specifications, design reports, engineering studies, cost estimates and construction schedules for a variety of civil works projects. The primary purpose of this proposed contract is to provide services for projects located within the geographic Florida boundaries of the Jacksonville District, Puerto Rico, and the U.S. Virgin Islands.
The sole source determination is based on the contractors being the only eligible companies that can deliver the desired expertise without unacceptable delays in fulfilling the agency’s requirements.
This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 13 February 2026, 1500 EST. Responses should be sent to Sherelle.N.Barber@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
