This is a special notice of intent advertising HHS' intent to issue an award on a limited sources basis. This is not a request for quotation (RFQ) or solicitation, and no quotes will be evaluated as a result of this notice.
HHS OMAS intends to award a fixed price task order to for services and products from the following vendor:

D&B is the sole creator and maintainer of the Data Universal Numbering System (DUNS), which FDA has adopted as its statutorily-mandated Unique Facility Identifier (UFI) system under the FDA Safety and Innovation Act of 2012 (FDASIA). The DUNS number is embedded throughout FDA's regulatory framework—affecting drug establishment registration (78 FR 54899), user fees, ethics determinations, food and medical device registration, and import screening across approximately 1.9 million firms globally. Switching to a different identifier system would require re-engineering 18 FDA applications and disrupting regulatory processes for in-flight reviews, studies and approvals, creating unacceptable mission risk.
Additionally, D&B maintains a proprietary global database of 500+ million company records across 200+ countries with 1.5 million daily updates. D&B provides entity matching capabilities that link corporate family relationships and track business entities through 20,000+ data sources—capabilities that require proprietary access to D&B's own database.
Finally, only D&B provides the complete suite of required services, including: (1) manual lookup services requiring "read" access to D&B systems; (2) physical investigations (PIs) involving on-site visits; and (3) global verification services with human intelligence capabilities. FDA does not have the personnel or resources necessary to conduct these visits, and no other vendor is capable of conducting these visits internationally and at scale.
This is not a sources sought notice. However, interested parties may provide information regarding their capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
