Agilent’s proprietary restrictions on access to essential resources specifically OEM training for technicians, OEM repair parts, OEM software updates, and OEM test equipment for calibration services, create a unique situation where no unauthorized third-party service providers can adequately fulfill the agency’s needs. These resources are indispensable for maintaining the functionality, reliability, and compliance of Agilent equipment used in mission-essential operations during relocation.
Agilent’s control over these proprietary elements ensures that only Agilent possesses the specialized knowledge, parts, and tools required to perform equipment relocation, maintenance, unscheduled repairs, and calibration services to the manufacturer’s standards. Unauthorized third-party providers lack access to these critical components, which could result in substandard service, compromised equipment performance, or non-compliance with regulatory or operational requirements. This limitation makes Agilent the only viable source capable of delivering the required services and supplies without risking mission failure or equipment downtime.
This is a notice of intent to issue a contract on a sole source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 3:00 PM Eastern Standard Time, 24 February 2026.
