INTRODUCTION:
The Defense Health Agency Contracting Activity (DHACA), on behalf of the Office of the Surgeon General (OTSG), Health Care Delivery (HCD), Rehabilitation and Reintegration (R2D), Traumatic Brain Injury (TBI), and Neurocognitive Assessment Branch (NCAB), intends to award a sole-source, firm-fixed-price contract to Vista Partners, LLC (UEI: MCRWEMC6CA77) for the Automated Neurological Assessment Metrics 4 (ANAM4) Software Enterprise License Agreement and Software Licenses. This award will be negotiated in accordance with the procedures for commercial products and services under Revolutionary FAR Overhaul, FAR Part 12.
REQUIREMENT DESCRIPTION:
This requirement is for the Automated Neurological Assessment Metrics 4 (ANAM4), a computer-based neurocognitive assessment tool originally developed and refined over more than two decades by the Department of Defense (DoD). The ANAM4 software is commercialized exclusively by Vista LifeSciences, a subsidiary of Vista Partners.
ANAM4 measures the speed and accuracy of key cognitive functions, including attention, memory, and thinking ability. It records a Service Member’s performance based on responses entered on a computer. The ANAM4 system includes a comprehensive library of tests designed for a wide range of clinical and research applications. These tests provide objective, standardized measurements of cognitive processing efficiency in areas such as neuropsychology, performance readiness, neurotoxicology, pharmacology, and human factors research.
An enterprise license agreement and associated software licenses permit continued use of ANAM4 by the Office of the Surgeon General (OTSG), DoD and Military Health System (MHS) entities, the individual military services, and other DoD components, including TRICARE. Military health organizations use ANAM4 to conduct pre-deployment and post-deployment cognitive assessments, as well as evaluations of injured Service Members—particularly those with blast-related injuries, concussions, or suspected traumatic brain injury (TBI).
ADMINISTRATIVE INFORMATION:
This NOI is not a solicitation and does not obligate the Government to award a contract. No solicitation document will be issued. The Government will not reimburse any responses to this NOI. However, interested parties may submit a capability statement to demonstrate their ability to meet the Government's requirements.
