NOTICE OF INTENT TO SOLE SOURCE AUDIT SOFTWARE

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Defense Counterintelligence and Security Agency (DCSA) Office of the Inspector General (OIG) intends to solicit and negotiate directly with Wolters Kluwer Financial Services, Inc., 100 S 5th St, STE 700, Minneapolis, MN 55402, CAGE 6CXK8 for Teammate+ Audit Management Software. DCSA requires a comprehensive audit management system to adequately plan, track, conduct, and uphold quality standards for internal audits and inspections, as mandated by Generally Accepted Government Auditing Standards (GAGAS) and the Council of the Inspector General of Integrity and Efficiencies (CIGIE). Furthermore, the DCSA Director requires the OIG AI&E Branch to track and report on external audits and ensure timely implementation of recommendations made to DCSA programs.

This system must include the following features

• ‘one-stop-shop’ solution,
• facilitate efficient workflow management,
• enable collaborative workspace,
• robust automated data management,
• detailed reporting capabilities,
• must integrate with existing Microsoft Office Tools,
• follow-up and corrective action tracking,
• review and approval features,
• customizable templates,
• audit trail tracker,
• CAC/PIV Authentication capability,
• Capability to comment within workpapers,
• Role-based access control,
• Proven ability to gain a DCSA Certificate of Networthiness and Impact Privacy Level (IPL) Requirement,
• FedRAMP Authorization for Cloud Services,
• SAAS that can be deployed within 90 days of contract award, and
• compliance with federal security standards, specifically FedRAMP.

The authority permitting other than full and open competition is FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available

While this notice of intent is not a request for competitive quotes, interested parties may submit a capability statement demonstrating their ability to provide services identical to Teammate+ Audit Management Software. This statement must include detailed technical documentation with specific evidence supporting the claim. Generalized marketing materials will not be considered.

Submissions must be received via email no later than 5:00 PM Eastern Time on September 5, 2025. The Government will review all qualifying submissions before proceeding with the sole source award to Wolters Kluwer Financial Services, Inc.

The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
