NOTICE OF INTENT TO SOLE SOURCE - CISEN-SDN (SOFTWARE DEFINED NETWORK) IRON EDGE GATEWAY

The United States Marine Corps 1st Expeditionary Contracting Office, 1st Marine Logistics Group hereby gives notice of intent to award a purchase order to CYBER INTELL SOLUTION, LLC (CAGE Code: 82LL6), a Service-Disabled Veteran-Owned Small Business Concern (SDVOSB) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

This requirement is to procure (1) Iron Edge Gateway with CISEN-PQC,ML-KEM (Proprietary Software -Transport Solution): Professional.

CISEN-SDN (Software Defined Network) is a dynamic, flexible solution that supports various network configurations and answers diverse implementation requirements. Agnostic in nature, the SDN networks can be configured as an end-to-end Post Quantum Cryptography (PQC) environment or a fusion PQC environment compatible with standard encryption protocols found in most commercially available hardware.

The Iron Edge Gateway is ingeniously designed as a plug-and-play solution, ensuring seamless integration into any network environment. This feature provides a reliable and secure connection, making it exceptionally user-friendly and easy to use.

Proprietary Rights: The Iron Edge Gateway (CISEN appliance) incorporates the patented CISEN-SDN technology, protected under U.S. Patent No. US12101297B2. Full details are available here: U.S. Patent US12101297B2. This intellectual property protection restricts competition when procuring the Iron Edge Gateway in the open market.

Sole Source Justification Note:

Cyber Intell Solution, LLC is the only source capable of supplying the Iron Edge Gateway (CISEN appliance) as it is proprietary, patented technology not licensed to any third-party vendors or distributors. No other commercial product can provide identical functionality, security framework, or integration of CISEN-SDN capabilities. As a result, procurement must be made directly from Cyber Intell Solution, LLC.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may
submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this notice and by the deadline will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
