NOTICE OF INTENT TO SOLE SOURCE - ENSITE X EP SYSTEM - NAVAL MEDICAL CENTER PORTSMOUTH

This notice is issued in accordance with FAR 5.101 and 12.102 for commercial item acquisitions:

The Defense Health Agency Contracting Activity (DHACA) submits a notice of intent to award a sole source Firm-Fixed-Price award to Abbott Laboratories, INC. for the purchase, delivery and training of a EnSite X EP System in accordance with the simplified procedures for commercial products and services under Federal Acquisition Regulation(FAR 12.201-1). Abbott Laboratories Inc is the only source available to provide the requested EnSite X EP System for Naval Medical Center Portsmouth. This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. Sources interested in responding to this notice are required to submit a capability statement that includes management information, technical data, and cost information in sufficient detail to demonstrate their capability of meeting all the requirements listed within the statement of work. The determination not to compete this proposed contract action is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
