Mr. Fay has performed modeling to inform water resources planning and management, hydrologic modeling and forecasting, and mitigation and adaptation under extreme weather conditions. He has worked extensively in the Great Lakes region and is intimately familiar with the proven lake level models used in the model framework. Additionally, his work in water resource planning in the Great Lakes region makes him uniquely qualified. He has the necessary understanding of other studies that have been completed in the Great Lakes region related to weather conditions and the resulting impact on Great Lakes water levels. In addition, the proposed work includes resolution of concerns regarding the methodology of the model framework generated by the expert panel. No one else is qualified to resolve these concerns. Competitive sources would lack specialized experience and contextual knowledge there by jeopardizing the scientific integrity and intended purpose of the review. ********* THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no public solicitation will be issued; however, any responsible source believing that it can fulfill the requirement may be considered by the agency.
