    The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with Hamilton Company, 4970 Energy Way, Reno, NV 89502, as the only responsible source that can provide maintenance support for  two (2) Hamilton Company STARlet instruments currently owned by the Armed Forces Medical Examiner System (AFMES) Division of Forensic Toxicology (DFT).

    Hamilton Company is the Original Equipment Manufacturer and the only vendor capable of providing Preventative Maintenance and repair services, in order to ensure the equipment’s performance, calibration, and functionality are not compromised. No resellers or third parties are authorized to provide the maintenance on this equipment.

    The required maintenance shall include two preventative maintenance services calls per year, guarantee response time of 24 hours for a down instrument, and a guaranteed call back time of 4 hours. Hamilton instrument validation and verification shall be executed with genuine Hamilton service parts, consumables.

    This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

    Based on the above information, the only technically acceptable services can be provided by Hamilton Company.
