NOTICE OF INTENT TO SOLE SOURCE - KPLER LICENSE

The Department of State Global Acquisitions, on behalf of the Bureau of Economic, Energy, and Business Affairs issues this special notice of its intent to negotiate a sole source award to Kpler Inc. for the purchase of one-year licenses (Kpler Public Sector Web Access to LNG, Crude Oil, and Refined Commodities Terminal).  The specific licenses will allow access to real-time and historical data on global commodities movements of LNG, Crude Oil, and Refined products. 

Respond to this requirement by submitting written capabilities/specifications to Contracting Officer, Amanda Rajah at RajahAM@state.gov by 1:00pm September 8th. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline provided in this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Kpler Inc.

This notice is in accordance with FAR Part 13.106-1(b)(1).  There is no solicitation package available.
