NOTICE OF INTENT TO SOLE SOURCE- SQUADRON OPERATIONS FACILITY AT WESTOVER AIR RESERVE BASE, MA

The U.S. Army Corps of Engineers, Louisville District, has an upcoming requirement for the repair of the Squadron Operations Facility, Building 7087 at Westover Air Reserve Base in Massachusetts. As part of the construction contract solicitation, the USACE intends to include the following sole source requirements:

Cylinder and Lockset Systems: The contract solicitation will include a sole-source brand requirement for the Schlage Everest Series 7-Pin small format cylinder and lockset systems to ensure compatibility with existing systems utilized at Westover ARB.

Restroom Utility Accessories: The contract solicitation will include a sole source brand requirement for the following restroom utility accessories to ensure compatibility with the current installation system and soap and paper product usage:

            Soap Dispenser – STOKO Refresh Dispenser 1000

            TORK 3 Roll Bath Tissue Roll Dispenser for OptiCore (T11 - Opticore) (565828) Xlerator Hand Dryer XL-SB

            Tork Mechanical Hand Towel Dispenser (H80 - Hand towel roll system) (772828)

            Coat Hook - BOBRICK B-212

            Recessed Toilet Seat Cover Dispenser – BOBRICK B-301

            Surface Mounted Door Bumper – BOBRICK B-687

            Surface Mounted Napkin/Tampon Vendor – BOBRICK B-2706C

            Surface Mounted Sanitary Napkin Disposal – BOBRICK B-254

            Stainless Steel Grab Bars with Snap Flange – BOBRICK B-6806

Chiller Equipment: The contract solicitation will include a sole source brand requirement for Trane brand chiller equipment to ensure compatibility with existing systems used at Westover ARB.

Roof Membrane: The contract solicitation will include a sole source brand requirement for a TPO roof membrane by GAF Roof Membrane to match the roof currently being installed under a separate contract and avoid voiding the existing roof warranty.

This is not a solicitation for a competitive proposal; however, if any interested party believes that they can meet the above requirements, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirements described herein. 

All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 2:00 PM Eastern Time (ET) on 4 August 2025. Send submissions to charity.a.mansfield@usace.army.mil.
