NOTICE OF INTENT TO SOLE SOURCE TO AMERICAN WATER

Vandenberg SFB, CA intends to issue a sole source procurement action for Ground Wells Water Maintenance. Market research indicates American Water, is the only contractor qualified to complete ground wells water maintenance due to VSFB privatizing its water and wastewater utility systems per contract SP0600-15-C-8302 for 50 years to American Water (AW) Inc. At each well location, AW owns the piping and valves downstream from the specified point of demarcation (POD). The Government retains ownership of the upstream infrastructure to include the well casing, pump, motor, column, and well head completion. The applicable NAICS for this acquisition is 811310 – “Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance”, with a business size standard of $12.5 Million. The proposed contract is for services for which the Government intends to solicit to only one source under the Authority of FAR 13.106-1(b) (1).  This is a notice of intent to award a sole source action and is not a request for competitive quotes.  However, the Government will consider all quotes received within 7 days of publication of this Special Notice.

Firms who want to challenge the sole source determination must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above.  Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by 29 January 2026, 1300 (PDT).  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
