Vandenberg Space Force Base publishes this notice of intent to award a sole source contract for informational purposes only. Brigham Young University is the sole organization with the specific proprietary software necessary to utilize Government owned acoustic monitoring stations to provide the required data, analysis, and reports. If this requirement was awarded to another vendor, Vandenberg Space Force Base would need to either pay for the development and procurement of new systems, and the creation of new software to integrate both sets of hardware and process and analyze that data. Delays in station placement will result in lost launch acoustic data in the most active and impactful period in the surrounding area, winter into spring. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i), resulting in a firm fixed price contract. The Contracting Officer has determined that only one source is reasonably available: Brigham Young University. The planned firm fixed price contract will be made for a period of performance of one (1) year. The proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541690- Other Scientific an Technical Consulting Services. The business size standard is $19,000,000.000. The proposed source is Brigham Young University. A determination by the Government to not compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request of competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 10:00 AM PST on 17 December 2025.
