NOTICE OF INTENT TO SOLE SOURCE TO PIONEERING DECISIVE SOLUTIONS, INC FOR THE COMMANDER, FLEET READINESS CENTER TO PROCURE SERVICES TO SUPPORT THE AVIATION RAPID ACTION TEAM

The Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Center (COMFRC) Procurement Group, Patuxent River, MD hereby gives notice of intent to award a Cost Plus Fixed Fee (CPFF) Contract with a Base and 4 Option Years to Pioneering Decisive Solutions, Inc (PIDESO), 22560 Epic Dr., Ste 100, California, MD 20619-3097, (Cage Code: 4LVQ7), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.103-1(b), only one responsible source and no other supplies or services will satisfy agency requirements.

COMFRC has a requirement to procure Contractor Engineering Technical Services (CETS) for the Aviation Rapid Action Team (ARAT); to include engineering and technical support services, component repair services, and logistics support analyses that will be in the following areas:   capability analysis; design and development; component testing and repair; component reverse engineering analysis; diagnoses and resolution of software and hardware failure modes; material obsolescence mitigation; technical documentation; workforce training; support equipment management; facilities and infrastructure planning; and logistics analysis of U.S. Naval Aviation maintenance and supply systems data.   

THIS NOTICE OF INTENT TO AWARD IS NOT A REQUEST FOR COMPETITIVE QUOTES.  However, all responsible sources may submit a capability statement to Contract Specialist, Lori Sinclair at lori.b.sinclair.civ@us.navy.mil within fifteen (15) days of this posting. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement based on responses received as a result of this notice is solely within the discretion of the Government.  The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice.
