NOTICE OF INTENT TO SOLE SOURCE TO SOL SURINAME N.V.

Description:

The US Embassy Paramaribo, intends to award a sole source contract to Sol Suriname N.V. for the purchase of automotive fuel required at U.S. Embassy Paramaribo. Sol Suriname N.V. meets the unique needs of the U.S. Embassy Paramaribo as it is the only local fuel provider that uses a fleet card system required for tracking Embassy fuel expenses. 

Justification for Sole Source:

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

Sol Suriname N.V. is the only company in Suriname that provides a Fleet Card system that does not require advance payment, allows multiple registered users with unique PIN codes, and provides the fueling data necessary for Embassy reporting requirements. 

Response Information:

This notice of intent is not a request for competitive proposals. However, any interested party that believes it can meet the requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement. Responses must be submitted in writing to the point of contact listed below and must be received no later than November 28, 2025, 16:00 PM Local Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
