NOTICE OF INTENT TO SOLE SOURCE WITH ALTERNATIVE CONSIDERATION - LEARNING STYLE INVENTORY (LSI)

This is a Notice of Intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b). Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a sole source, firm fixed price award to Sensa Solutions, Inc. Reston, Virginia 20190, to provide LSI Instruments to the Army University (AMSC and CGSC) at Fort Leavenworth, KS. The NAICS code for this requirement 513130 – Book Publishers (Size Standard 1000 employees). This notice of intent is not a request for competitive quotations; however, all quotations/responses received prior to closing of this announcement will be considered by the government. Alternative self-assessment tools with similar results may be considered; however, vendor response shall clearly demonstrate how an alternative test is similar to LSI by showing how the processes of the alternative assessment and assessment results are similar to LSI via analysis, reporting, and detailed explanations. Interested parties may identify their capability to respond to this requirement. Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice.
