The Department of Energy, the Office of Manufacturing and Energy Supply Chains (MESC), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures per FAR 13.5 for Certain Commercial Products and Commercial Services to Moody's to acquire a subscription to Moody's Orbis bundle software product for access to its analytical platform for three (3) users. Orbis has proprietary products for its GRID risk screening database, Cyber Risk rating, and T-Rank Power and Coalitions to illuminate shareholder control structures and has developed risk indicators to surface Shell Companies. The anticipated period of performance is twelve (12) months. The platform access shall allow MESC users the ability to query and surface data within the Contractors cultivated dataset as well as templatized vendor profiles that provide individual or entity firmographic details and industry-leading risk indicators, alerting and notification features, public and private company data, extensive corporate ownership structures, information on stakeholders and decision-makers connected to companies, and financial data. MESC also requires access to data on mergers and acquisitions, patents and intellectual property, cyber risk, sanctions, links to state owned entities, negative media, and shell company indicators. This notice of intent is for informational purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulates the companys ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received within eight (8) calendar days after publication of this notice, then a sole source acquisition award will be made.
