To meet the specific requirements for modernization and interoperability, the BECS program must utilize the proprietary technology and services of L3 Harris. This procurement is focused on modernizing the current LMR system at Devens RFTA, not on purchasing new radios. The BECS program modernization effort also does not include a request for fielding crash systems. The Government intends to work with the original Equipment Manufacturer (OEM), L3 Harris Technologies, inc., to achieve this goal. Specifically, L3 Harris Technologies Inc. offers specialized capabilities required to modernize the Devens RFTA’s legacy standalone LMR system by integrating its requirements into BECS as a unified interoperable state-of-the-art Subsystem. Significantly, L3 Harris’s system core is proprietary to L3 Harris which can limit interoperability with other OEMs. The modernization will leverage advanced technologies to provide a fully operational, turn-key LMR Subsystem that addresses both current and future mission-critical communication demands. The required period of performance for this effort is 24 months from the date of the award.

However, any information received from an organization before 4:00 PM Eastern Daylight Time (EDT), Friday, March 13, 2026, and can meet this requirement may be considered by the Government for competitive procurement action.
