    6The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Fixed Price sole source purchase order on behalf of the Armed Forces Medical Examiners System (AFMES) Division of Forensic Toxicology (DFT) to Roche Diagnostics, located at: 9115 Hague RD Indianapolis, IN 46256-1025 under the authority as prescribed in FAR 13.106-1(b)(1), Soliciting From a Single Source, as there is only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of preventative maintenance services for instrument Cobas c311Serial #: SN 19X4-04 located at AFMES DFT. Only the Original Equipment Manufacturer (OEM), Roche Diagnostics, has the personnel with the specialized knowledge and training to work on the existing instrument Cobas c311Serial #: SN 19X4-04. Field service representatives are directly trained and informed on new procedures concerning the Roche Diagnostic Brand instrument Cobas c311Serial #: SN 19X4-04; whereas, a third party maintenance service arranges all service with Roche Diagnostic technicians. However, there is a lag between when it is discovered a repair is needed, and when a repair can be completed under the current third-party contract as AFMES has to notify the third party who will then reach out to the OEM for appointment times. Failure to award this contract immediately could lead to suspended laboratory operations which results in mission failure. This impacts the entire Department of Defense (DoD) negatively.This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 26 September 2025 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 26 September 2025.
