Except for L3, responses did not demonstrate comparable, if any, experience in Common Data Links (CDL) sustainment.
The purpose of the proposed contract action is to acquire services to support, sustain, maintain, and modernize the Ground Control Element (GCE) systems. These services include furnishing the necessary personnel, facilities, and material to fabricate, assemble, test, deliver, install, and repair the equipment and software required to maintain and enhance the performance of these systems and ancillary products. The scope of support for this effort also includes potential modifications and upgrades of legacy systems and/or the development/procurement of new systems or components. The Contractor shall provide Contract Field Service Representative (CFSR) support for critical worldwide operations.
L3 is the only firm capable of performing the highly specialized services required to maintain and modernize GCE systems, without a substantial duplication of costs and unacceptable delay.
The period of performance is 5 years.
This notice does not constitute a Request for Proposal, nor does it restrict the Government to its ultimate acquisition approach. Interested parties may submit a capabilities statement, proposal, or quotation which will be considered by the Government, to the stated points of contact, by the closing date of this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Government will not pay for any information received in response to this notice or compensate a respondent for any costs incurred in developing the information provided to the Government. This notice is not a commitment from the Government.
