    PURPOSE

    The Indian Health Service (IHS), Phoenix Area Office, is conducting market research in accordance with FAR Part 10 to identify responsible sources capable of providing 24-hour Nurse Advice Telephone Line (Nurse Triage) Services for eligible beneficiaries of the Colorado River Service Unit, Uintah & Ouray Service Unit, and Southern Bands Health Center.

    This notice is issued solely for market research and acquisition planning purposes.

    This notice:

    • Is not a solicitation;
    • Does not constitute a commitment by the Government;
    • Does not obligate the Government to award a contract;
    • Does not obligate the Government to reimburse respondents for any costs incurred.

    Information received will be used to support acquisition planning, including the determination of an appropriate acquisition strategy.

    BUY INDIAN ACT

    The Indian Health Service conducts market research in accordance with HHSAR 326.603-1 to determine whether there is a reasonable expectation of receiving offers from two or more responsible Indian Small Business Economic Enterprises (ISBEEs) for commercial acquisitions.

    The results of this Sources Sought Notice will assist the Government in determining whether this requirement may be set aside under the Buy Indian Act (25 U.S.C. § 47).

    The Government has not determined the acquisition strategy for this requirement. Responses received will be considered in determining whether a Buy Indian Act set-aside or another acquisition approach is appropriate.

    DESCRIPTION

    The Government is seeking information from firms capable of providing comprehensive 24 hours per day, 7 days per week Nurse Advice Telephone Line Services, including but not limited to:

    • Toll-free nurse advice telephone access
    • Registered Nurse telephone triage
    • Clinical disposition using nationally recognized physician-approved protocols
    • HIPAA-compliant communications
    • Daily encounter reporting
    • Monthly utilization reporting
    • Follow-up communication when clinically indicated

    The anticipated service population includes beneficiaries of:

    • Colorado River Service Unit (Fort Yuma)
    • Uintah & Ouray Service Unit (Fort Duchesne)
    • Southern Bands Health Center (Elko)
