OAHE HEAT EXCHANGER GASKET SUPPLY

SINGLE SOURCE SPECIAL NOTICE

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions U.S. Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to 3075109 Canada, Inc dba Thermofin, 47 Bd Marie-Victorin, Candiac, Quebec, Canada. The purpose of this acquisition is to provide (21) Replacement Gasket Kits for ENERFIN Heat Exchangers model number RAM143-C1/P10712. The parts are required to complete maintenance on the heat exchanging units. The contractor shall deliver the gaskets to the Oahe Project Office, located in Pierre, South Dakota FOB Destination. The expected delivery date is 25 AUG 2025. The gasket must be delivered in time for the annual unit maintenance beginning in September. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 332410 - Power Boiler and Heat Exchanger Manufacturing. The Small Business Size Standard is 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2pm CDT on 08 August 2025, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
