OFFUTT AIR SHOW EVENT PARKING MANAGEMENT

This pre-solicitation notice is prepared in accordance with Revolutionary FAR Overhaul (RFO) 5.101(c).

The 55th Contracting Squadron has an ongoing requirement to acquire event parking management services for the 2026 Offutt Air force Base “Defenders of Freedom” Air and Space Show. The show will be held at Offutt AFB, NE on August 8 and August 9, 2026. Responsibilities include implementing the 2026 Offutt AFB Air Show parking plan and providing a ticketing solution for base access due to on-site parking.

The Government intends to award a sole source contract for the services requested to Solutions Event Services, Inc. The Offutt AFB air show will be utilizing a parking and traffic flow plan developed and written by Solutions Event Services, Inc for parking and traffic operations. This parking and traffic flow plan is proprietary to Solutions Event Services, Inc. No other entity has the authorization to execute the parking and traffic flow plan. Therefore, Solutions Event Services, Inc is the only responsible source, and no other supplies or services will satisfy agency requirements.

55 CONS intends to award this contract through Oral Solicitation using Simplified Acquisition Procedures IAW RFO Part 12. Quotes will be evaluated using the evaluation factors of price and technical capability. Award will be made to the offeror with the lowest total evaluated price determined to be technically acceptable. All responsible sources may request to be included in the future Oral Solicitation by submitting an email with a capabilities statement before 4:00 PM CDT, 16 April 2026.
