This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Bureau of Engraving & Printing (BEP), Office of Supply Chain Management’s intent to award a Firm-Fixed-Price Blanket Purchase Agreement (BPA) contract on a noncompetitive basis to Ecolink Inc. (UEI: S79FNV2EUEF5) of 1184 N Carter Rd Decatur, GA 30030-4708. Policies and procedures from FAR Part 13.5 will be used. This requirement is for OIL1100 - ISOSOLV LOW VOC WIPE 55 GALLON DRUMS IAW the associated Statement of Work (SOW). The Government intends to negotiate solely with Ecolink Inc under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government's needs. The applicable NAICS Code is 325998 and the business size standard is 750 employees. Please be advised the aforementioned information is anticipatory in nature and is not binding. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of equipment provided. Interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any costs associated with providing the capability information will be provided by BEP. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail ONLY to jason.roberts@bep.gov by 3:00 PM EST, Friday, 19 December 2025.
