    The Program Management Office (PMO) for the DISA Joint Enterprise Licensing Agreement
    (JELA) is conducting market research to identify available capabilities for commercial IT
    software solutions. This RFI aims to gather information on available licensing for software in the
    functional areas of Portable Document Format (PDF) and Forms Management.

    DISA is seeking information for a solution that must be architected for a multi-agency enterprise
    environment with the demonstrated scalability to support approximately two million users. It
    must be a support model capable of delivering services across multiple DoW agencies with
    technical capability focusing on two areas:
    1. PDF Software solutions that provide comprehensive capabilities for the creation,
    management, and manipulation of PDF documents.
    2. Forms Management solutions that provide robust capabilities across the entire form
    lifecycle. This includes the design and creation of complex, multi-page documents,
    seamless web integration, and deployment to various platforms. Solutions must feature
    dynamic, adaptive forms that move beyond static PDFs, offering interactive experiences
    through scripting.
