PRE-SOLICITATION DISCLAIMER: This is a Pre-Solicitation Notice (Synopsis) only. This notice is not a Request for Quote (RFQ). The Specifications and corresponding Attachments and Appendices will be included in the publicized solicitation.

The solicitation will be conducted under NAICS code 236220 - Commercial and Institutional Building Construction with an associated small business size standard of $45,000,000.00 average annual revenue.

Periods of Performance will be 90 calendar days from notice to proceed.

The solicitation will be set-aside 100% for Small Business.

The contractor shall furnish all labor, equipment, devices, and materials and perform all work in accordance with the specifications.  The contractor shall comply with all applicable federal, regional, state, and local laws and commercial standards.

In accordance with DFARS 252.204-7020, all contractors are required to have a current (i.e., not more than three years old) NIST SP 800-171 DoD Assessment on record in the Supplier Performance Risk System (SPRS) to be considered for award. You are required to conduct, at a minimum, a Basic Assessment of your compliance with the 110 security controls outlined in NIST SP 800-171 and submit your summary level score to SPRS located in the Procurement Integrated Enterprise Environment (PIEE). We encourage your company to complete the NIST SP 800-171 Assessment via SPRS prior to the Request for Quote (RFQ) due date to be considered for an award.

Any resultant award will be for one (1) Firm-Fixed Price (FFP) Purchase Order. All responsible quoters are encouraged to submit a quote.

The Request for Quote will be issued on, or about, 3 March 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov.  Contractors are advised that APEX Accelerators provide free, expert assistance to small businesses interested in competing for federal, state, and local government contracts. 2. Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the PROPOSAL MANAGER Manger role.

System for Award Management (SAM) Registration

Registering in SAM.gov includes both entity validation and entity registration.

To register in SAM:

1. Navigate to SAM.gov
2. Select Sign-In (top right)
3. Select Create an Account then Follow the Instructions.
4. After Account is Set-up, Select Sign In.
5. Under the Entity Management widget, Select “Get Started” button.
6. Select Register Entity. As part of entity registration, a Unique Entity ID will be assigned.

PLEASE NOTE

It is mandatory that all companies be registered in SAM in order to receive federal contracts.

There is no charge to register or maintain your company (entity) registration.

Login.gov manages usernames and passwords for SAM.gov.

Registration can take at least ten (10) business days to be active in SAM.gov.

Registration must be in active status upon offer submission and remain active during award period.

Registration must be renewed every 365 days to remain active.

Register in PIEE:

a. Navigate to https://piee.eb.mil/

b. Select Register [top right]

c. Select Vendor

d. Create a User ID and Password and follow the prompts [next]

e. Create Security Questions [next]

f. Complete your User Profile Information [next]

g. Complete your Supervisor or Approving Official Information [next]

h. Complete Roles

i. Step 1. Select SOL-Solicitation

ii. Step 2. Select Proposal Manager

iii. Step 3. Click Add Roles

iv. Step 4. Fill in your Location Code (CAGE Code) [next]

i. Provide a justification for your registration [next]

j. Follow the remaining prompts to submit your registration
