This is a Pre-Solicitation Notice. Solicitation Documents Are Forthcoming: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government currently plans to issue solicitation number FA461325B0002, Repair Dormitory HVAC BLD 248 for F. E. Warren AFB, WY. This acquisition is a 100% Small Business set-aside under NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $19.0 million. This acquisition is to have a Contractor provide all labor, materials including taxes, equipment, means and operations necessary to complete BLD 248 HVAC repairs at F.E. Warren AFB as specified in the specifications, applicable drawings, other attachments and the Terms and Conditions of the Contract. The Contractor is responsible for supplying and installing a turn-key fully functional, tested, and operational product meeting the performance requirements outlined by these Specifications and Drawings. The work includes but is not necessarily limited to the following principal features: Replace all fan coil units (FCU), unit heaters (UH), and cabinet unit heaters (CUH), and associated piping, valves, actuators, controls, accessories, filters, insulation, etc., as required for the connection and proper operation of the new units to provide a complete and usable HVAC system. Replacement of piping and insulation is limited to the terminal connection of the units. All minor items of work that are manifestly necessary or customary shall be performed as if fully set forth and described in the Drawings and in the Specifications. The disclosure of the magnitude for this acquisition is between $1,000,000 and $5,000,000.00. The contractor shall abide by all local, state, and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. Additionally, a contractors must have a NIST SP 800-171 Assessment of Basic in the Supplier Performance Risk System (SPRS), accessed via PIEE, to be eligible for award and to receive all CUI documents at solicitation. It is anticipated that the Request for Proposal (RFP) will be issued on or about 24 June 2025 and will be posted on the Government-wide Point of Entry (GPE) at https://www.sam.gov. This solicitation will be available via internet only, meaning solicitation documents will not be available by any other means. No documents will be released prior to the posting of the solicitation.
