    STATEMENT OF SPECIFICATIONS FOR THE PROCURMENT OF PORTABLE GRINDING AND LAPPING MACHINE FOR SAFETY VALVES

    THE PURCHASE DESCRIPTION SET FORTH BELOW REFLECTS THOSE CHARACTERISTICS WHICH ARE ESSENTIAL TO THE MINIMUM NEEDS OF THE GOVERNMENT


    1. SPECIFICATIONS:

    SCOPE: This scope covers the requirements for the procurement and delivery of one each (1 ea.) Portable grinding & lapping machine for safety valves, complete with independent machine stand & table, direct mounting on to valves, compressed air drive & maintenance unit.

    1. EQUIPMENT DESCRIPTION: The machine shall consist of 1ea. EFCO TSV-150 ON 3/5" - 6" (ON 15 - 150 mm) Portable grinding and lapping machine with eccentrically rotating spindle for processing sealing surfaces in safety valves. The TSV-150 can be used to grind both valve discs and valve seats. By superimposing the two rotary movements (spindle and eccentric

    movement), a uniform abrasive speed is achieved over the entire seat surface. The result is an intersecting grinding pattern and a perfectly even sealing surface. Drive via low-maintenance pneumatic motor, variable assembly system for fast and simple assembly on virtually all valves with and without flange

    1. SALIENT CHARACTERISTICS: The equipment shall have the following salient characteristics:
      1. Operating range: 1/2"-6" (15 - 150 mm)
      2. Immersion depth: 14" (350 mm)
      3. Clamping range of the geared scroll chuck:
        1. For internal chucking: 0 3.4"- 0 17.7" (85 mm - 450 mm)
        2. For external chucking: 0 3.9"- 0 14.8" (100 mm - 375 mm)
      4. Drive: Pneumatic
      5. Eccentric shaft idling speed: max. 255 rpm

    Evaluation Factors and Required Documents:

    An award will be made based on lowest price, technically acceptable (LPTA). All quotes will be evaluated for both technical acceptability and price reasonableness.

    Technical Acceptability: Each quote must clearly indicate the capability of the vender to meet all specifications and requirements in the SOW.

    1. Vendors must provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. The technical capability portion of the quote should include (if applicable):
      1. Lead time for each item
      2. Specifications if quoting “Alternate Material”
      3. Complete list of supplies per the SOW/Ordering Data
      4. Name of the Manufacturer and Country of Origin

    Price Reasonableness: Each quote must breakdown pricing. This shall be a separate document from the technical capability.  

    1. Vendors shall provide one of the following upon request from the Government to determine price fair and reasonableness.
      1. Two (2) invoices for the same or similar parts sold to customers within the last five years
      2. Published price list or catalog
      3. Contract numbers for the same or similar items sold to Government agencies

    Quote Format:

    To be considered for this opportunity, all quotes shall be:

    1. Submitted in either Microsoft Word, Excel spreadsheet, or Adobe PDF.
    2. The quote must include price(s), point of contact (name and phone number), business size, CAGE Code, and payment terms
    3. Shipping Terms: FOB Destination
    4. Quotes shall be valid for a minimum of thirty (30) calendar days
