The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Market research has concluded that Kulite Semiconductor Products, Inc. is the only source reasonably available that possesses the unique capabilities to meet the requirements. Only Kulite Semiconductor Products, Inc. owns the complete data to manufacture the requirements NSNs listed above.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties who believe they have the capability to meet the requirement must submit a capability statement to the primary point of contact no later than the closing response date and time listed in this notice. The capability statement must be in writing and must contain clear and convincing evidence that the interested party has the necessary qualifications and resources to perform the work.

No reimbursement for any costs associated with providing a capability statement will be provided by the Government.
